If you remove said restrictions, the mod files can be localhosted and the server won't have to care. Anti-cheat methods are in place to try and keep the leaderboards mostly clear of blatant cheaters (though many would argue that the anti-cheat methods in place repeatedly fail spectacularly because people are still reaching p500 on day 1 of the season), and they limit/ban client-side file differences. On the other hand, it is the only thing restricting players from using mods. It also helps Blizzard find bugs that need to be patched. The competition on the leaderboards drives players to find new and creative solutions. Only if you want to keep the competitive aspect of the game, which is both a good and a bad thing.
